Transparency International (TI) is the civil society organisation leading the global fight against corruption. TI currently has about 100 National Chapters around the world. Its International Secretariat is based in Berlin, Germany.
TI’s Climate Governance Integrity Programme aims to promote better transparency, accountability, and integrity in decision-making processes and operations of climate financing institutions and mechanisms. The programme will look at corruption risks in climate change finance. It aims to enable climate governance stakeholders to support the development and implementation of global and national climate policies and will build on TI’s anti-corruption experience and tools.
The first phase of the programme aims (1) to map and assess the transparency, accountability, integrity and independence of climate finance institutions and mechanisms globally and nationally, (2) to produce an e-learning tool to help develop the capacities of local climate governance stakeholders including business and civil society, (3) to support and facilitate the development of global and local climate governance networks, (4) to provide research-based advocacy as inputs and contributions to climate policy development. In the initial phase the programme will be implemented in six pilot countries: Bangladesh, Dominican Republic, Kenya, Maldives and Mexico.
2. Description of Task
Transparency International is seeking to commission a comprehensive mapping of and assessment of financing mechanisms for REDD+ including the UN REDD Programme and the Forest Carbon Partnership Facility. The mapping aims to capture volumes of finance being dispersed, chains of accountability, financing, decision-making and “monitoring, reporting and verification” (MRV) capacities and types of institutions. The second-level task is to provide a thorough assessment of institutional operational governance and decision-making processes of each mapped institution/mechanism. The assessment will provide an objective review of the transparency, accountability, integrity and independence of both parameters. The party contracted to implement this task will also be required to adapt a pre-designed set of assessment criteria in conjunction with Transparency International.
3. Timeline and level of effort
It is estimated that the total level of effort required for the consultancy is approximately 10-20 working days depending on experience and knowledge in the period January 2012 – March 2012, although it is for the consultant to propose the actual amount of time that they will spend on this task. Tasks would include:
Task
1 Produce a comprehensive global mapping of REDD+ climate finance governance as described above.
2 Adapt in consultation with TI, the main assessment criteria for the transparency, accountability, integrity and independence of principle multi/bi-lateral climate finance institutions.
3 Conduct and produce objective assessments as described in (2) and above.
4 Ensure that assessment criteria are adaptable and relevant for national mapping and assessment exercises and to recognise the special nature of each pilot country in developing the assessment criteria.
5 Following a peer review period of 3-4 weeks, incorporate inputs and or revise mapping and assessment as required.
6 Produce in collaboration with TI a synthesis analysis of the assessment results as key recommendations for policy makers and for broader public awareness.
4. Selection Criteria
The primary selection criteria for the successful consultant will be:
• Expert knowledge of REDD (+) climate finance architecture
• Reputable experience in climate finance and governance research
• Access to and affiliations with the key multilateral and bilateral climate financing institutions/mechanisms identified above as well as to other civil society and research institutions having good and relevant knowledge to support the consultancy tasks

• Availability to complete the assignment by 15th March 2012.

• A work proposal including an implementation time-line and a bid amount (in Euros) for undertaking the mapping and assessments, with an estimation as to the number of days that will be spent on the work.
